WR3A is registered as a
not-for-profit "mutual benefit" corporation with the Vermont Secretary of State.
The goal of the organization is to establish fair trade standards for
recycling and reuse export markets, to help sellers know what the buyers can
really manage, and help buyers eliminate sources who ship "toxics along for
the ride". WR3A uses trade to leverage improved standards, much like Fair Trade Coffee uses purchase constructively, to improve the lives of coffee farmers. In 2009, the Articles of Incorporation were amended to create 3 levels of membership. Only Vetted Members have full voting rights in the Association. If you apply for Vetted Membership, you will be asked to provide information on your company including 4 critical pieces of data which we will attempt to verify: 1) Where does the bad CRT Glass go to? (CRT Glass Test). We are familiar with most smelters and furnace cullet buyers, and they tend not to cover for companies which are not actually selling to them. 2) Where do the printed circuit boards (PCBs) go to? Not all PCs are resellable, and paying staff to take them apart or shred them means the boards are resold somewhere. See above. 3) How many staff do you employ per ton of material processed? This is not a strict comparison (some companies have more automation) but it doesn't take many people to send junk everything overseas. We can verify this information through government bureaus and online sources such as Dun and Bradstreet. 4) How many sea containers per year do you ship? We can verify this through the Department of Commerce and other sources. It takes fewer sea containers per ton to ship demanufactured, baled material. It takes more if that is your only downstream outlet.
- Application for Vetted Membership: This is for organizations who wish to qualify for WR3A's import or export purchase orders and contracts, or to be referenced (as domestic processors) for exporters seeking to outsource CRT or PCB recycling. Vetted members can use WR3A to export/import legal and repairable items such as computer monitors
for reuse and refurbishment, or can provide domestic recycling services. These companies must agree to
meet minimum standards as agreed by other Vetted Members. The first step is to pay the fee below and to fill out an application. WR3A will collect information including Total Annual Tonnage, Total Tonnage of Recycled CRT Glass (or intact units if outsourced), Total Tonnage of Printed Circuit Boards, Employees, and the number of Sea Containers shipped annually. Ratios (e.g. CRT Glass/Total Tonnage) will be compared with other WR3A member data. The cost of Vetted Membership will be $350 per year. If you are not sure you want to disclose information, we suggest you apply first as a $75 Donor/Generator member (below), if you do decide to apply we will credit the $75 against the $350 vetted membership.
If you are already confident of your CRT Glass and Printed Circuit Board downstream, apply through Paypal Link below. You will be

Donor Members: This open membership is intended for generator companies,
individuals or organizations which support the goals of the organization, generate electronics, or seek to procure services from WR3A members.
Universities, government agencies, surplus property programs, recycling
coordinators, and other generators will be expected to recruit their own recycling
service providers to meet the minimum export standards of the WR3A. Donors may serve on the Advisory Board and are polled on their opinions of export standards, but are not full voting members of the WR3A. The cost of Generator / Donor Membership is $75 per year.

Honorary Membership:
This category of membership can be offered by the Board of Directors or Advisory Board to individuals and organizations which offer services or expertise to WR3A. Some manufacturers, government officials, NGOs, diplomats, etc. who have restrictions on formally joining outside associations have been recognized by WR3A through Honorary Membership. Membership fees may be waived for those offered Honorary Membership by the WR3A Advisory Board.
All WR3A members will promise to achieve high reuse
standards, to ensure that only correctly prepared, serviceable commodities - not wastes - are
exported. Overseas Buyers who join the WR3A promise to buy only
products they can really repair or reuse. Generators who join the WR3A
promise to hold their service providers to the highest standards of export
for reuse and repair. WR3A will offer mediation, verification,
monitoring, freight forwarding, advice, technical assistance, and research
to all members of the association, while necessarily keeping confidential
any pricing information or trade secrets.
WR3A is a voluntary membership organization which is not
seeking to grow based on membership fees. Any WR3A member who
fails to meet the standards of conduct set by the organization will be voted
out by the Executive Board, without appeal. Do not join this
organization if you don't have a good domestic solution for recycling
non-repairable or toxic materials like CRTs.
